How? And unlike his successor, he mostly did it without military forcing any compliance

He was charismatic, persuasive (as in good at lying) and able to rally many faction together for independence movement. At the time there were tons of factions like islamist, communist and regionalist who all hated the shit out of each other. Post independence many of these faction were promised a lot of things from him which he either doesn't deliver or pretending to never did such promise which led to them feeling betrayed or tricked with his government. This leads to many separatist and rebellious movement (free aceh, Darul Islam, permesta). Indonesia is lucky that his successor is a strong arm military dictator backed by the number one superpower on the planet which ruthlessly crushed all of those mess he left behind. Otherwise I don't see any way the country survives without splintering into multiple island nation.

Also he didn't "away with it". His government was plagued by rebellion and inept economic policies which was so bad that he got couped by a military junta and locked in his own home until he died
