While your argument is true, it is only true during the time when Germany thought they still could win. It's quite puzzling that Germany never resorted to chemical/biological warfare in 1945 when the war was obviously lost, and Hitler held on to the belief of any new miracle weapon could win a battle, and in 1945 Hitler was quite apathetic towards even Gerrman losses.
This is a stark contrast to the British, whom in anticipation of a potential German victory against the RAF, began Operation Vegetarian, a biological weapon program to drop anthrax on Germany and kill millions, in case Britain was ever pushed into a losing situation.
