The 1980 New Mexico State Penitentiary riot was the most brutal prison riot in US history. A total of 33 were killed and 200 injured in a spree of destruction. The riot was triggered by several factors including filthy, overcrowded conditions, frequent inmate sickness due to the poor sanitation, cutting of inmate rehabilitation and entertainment programs, and anger at prison snitches.

In 1975, the prison had cut rehabilitative programs as a cost-reducing measure in response to the post-OPEC recession in the United States. In addition, the staff began openly encouraging and rewarding snitching--the result of this was increased assaults on inmates suspected of the practice. An inmate labor strike in 1976 was broken up with tear gas and the offending inmates stripped naked by guards and beaten with axe handles. Attempts by inmates to file lawsuits alledging Federal civil rights violations were largely unsuccessful.

On February 2, 1980, a group of prisoners drunk off pruno (homemade alcohol) overpowered correctional officers and the riot was on. It might have been contained in the south wing of the prison had the grille to it been closed and locked. The control center was alerted and the north grille was closed and locked. By 2:05 AM the inmates used a fire extinguisher to smash through the bulletproof glass surrounding the control center and gain access to the lock and door controls for the entire prison. However they did not know how to operate the automatic controls so Cell Blocks 1, 2, and 6 had to be opened manually.

The two major gangs in the prison, the Chicanos and the Aryan Brotherhood, decided to attack Cell Block 4 which was used to house sex criminals, snitches, ex-cops, and other inmates considered unsafe to put in general population. There were 96 prisoners held here. The rioters were especially interested in exacting revenge on the snitches. However they first had to pass the psychology office and it was raided for psychiatric drugs which were widely consumed and distributed to other inmates. The rioters also started a fire in the office to destroy psychiatric records used as a pretext to deny inmates parole.

The rioters did not have a key to enter Cell Block 4 however a nearby block had blowtorches that were left there as part of construction work. They used them to cut through the security grilles, a tedious process that would take hours so until then some rioters went off to raid the records office and find out the identities of snitches. Rioters with walkie-talkies detailed their plans to get revenge on them. The segregated prisoners yelled at state police outside to save them but the police did not attempt to make use of a back door they could have walked out of as it was only for emergency use and they did not have the keys for it. The police also agreed to not enter the prison as long as the correctional officers being held hostage were still alive.

At dawn on February 3, the grille was broken through and the rioters entered Cell Block 4. However the security panel had been damaged and they could not automatically open the doors to the cells, so those also had to be slowly broken down with the blowtorches. Victims were dragged from their cells and subjected to torture, mutilation, and execution. Twelve identified snitches were killed thusly and a total of 16 inmates in Cell Block 4 died. One eyewitness recalled an inmate being tortured with a blowtorch "until his head exploded." Another victim was Mario Urioste, who had been sentenced for grand larceny. The prison had unwisely put Urioste, a non-violent offender, with dangerous prisoners who gang-raped him. Urioste attempted to file a civil rights lawsuit so he was put in protective custody for his own safety. He was found hanged, his throat cut, and his penis chopped off and put in his mouth.

Other inmates were killed with shanks and any other suitable implements that could be found. A fire was started in the gymnasium to burn a pile of corpses but it got out of control and burned through the roof. The prison's Protestant chapel was also set on fire as the chaplain there was involved in the axe handle incident 4 years earlier. The inmates did not touch the Catholic chapel.

Authorities outside the prison attempted to negotiate with the inmates who reiterated their demands for improved prison conditions. Some correctional officers were protected by other inmates who helped two escape. Two officers who were beaten and raped were carried to safety so they didn't die in the prisoners' hands. Seven officers were badly injured.

By mid-afternoon on February 2, state police and Santa Fe PD officers entered the ruins of the prison. Officially 33 inmates died, some murdered, others accidentally overdosed on drugs. Some 200 were injured. Of the dead, twenty-four were Latinx, seven white, one black, and one Native American, which was proportionate to the prison's racial composition. The death toll may have actually been higher as some bodies were incinerated or dismembered.

Jimmy Bourguet, a contractor who was doing electrical work at the prison, recalled how water pipes broken in the riots had flooded the floor in Cell Block 4 with ankle-deep water. He remembered seeing several Bibles floating in the water. "Them boys were really praying there, praying not to get killed," he said. Bourguet said that most of the workers' tools had been broken or deformed by being used to break prisoners' bones or tear out flesh. A pile of iron rods had laid there on the floor that were removed from a door undergoing modification work. "The officers told me one of the rods was used to impale an inmate's head," he said. Another worker, Sam Montoya, recalled seeing a huge smear of blood on a wall where an inmate was held upside down and bashed like a pinata. The contractors were never reimbursed by the state for the loss of their tools.

Most inmates faced no punishment for the riot; a few were convicted but the longest sentence handed out was 9 years. Eventually efforts would be undertaken to modernize and improve New Mexico's prison system. In 1989, the Bay Area thrash band Exodus memorialized the riot in "The Last Act of Defiance", the lead-off track of the album Fabulous Disaster.
