God is the thing that manifests the forms from the immaterial realm into the material realm but he didn't create the forms and he he can't define, alter, or destroy them. Good and evil are ideas that exist independently of God just like communism, capitalism, democracy, freedom, etc God's nature is represented by the world that he created, by the forms that he chose to manifest most persistently. God is mostly evil because he created a world that is mostly evil. Good and evil are both forms that are manifest by God from the immaterial realm to the material world, he could have manifested either one in whatever quantity he chose but he chose to mostly manifest evil because he is mostly evil.
