Julian tried but he made the same faulty assumptions about paganism that most neo-pagans do today. The first and most brutal one is the false assumption that the pagan gods were somehow positive role models or salvific to the cultures which worshiped them. The gods were always sort of supernatural forces that behaved in ways alien to man kind and independently of any benefit for man kind, they weren't figures that followed morality or dictated it, they demanded sacrifice and did what they wanted. The second false assumption is that paganism was a collective, organized religion. It was more like a vague smattering of beliefs and myths about the nature of the world which had key motifs made into deities. Different towns and cities would have different patron gods and a different understanding of their patron's place within the pantheon, like myth it varied with time and place. You only really get standardization with Hesiod and Homer and later Roman musings on the God, but these would not have been required reading to a farmer on some island in the Aegean, he would instead follow what his community believed with some overtones to a shared tradition. It was basically a game of ancient telephone with competing factions.
