One thing I don't understand is why does China have a right to call herself "the Dragon"?

It's a holdover from when China was an empire. China is very selective about what imperial legacies it allows itself to cling to. The "Dragon Throne" was the name for the imperial throne, and it sounds cool, so communist china kept using it.

They literally don't call themselves that. It's English speakers who insisted on translating 龍 as "dragon." Doubly retarded on the part of English speakers because 龍 was a real animal that went extinct, not like the completely made up "dragon."

Depends on the dynasty, the early Tang for example very much did have stringent control over Mongolia, having the power to depose rulers at will, carve out arbritrary administrative units, and even demand soldiers for military campaigns.

Tang at the very least established Jimi prefectures over the Yenesei river valley. Submission was not merely nominal, they were not allowed to attack other Tang territory and had to provide soldiers to the government if requested.
