Is Belarus an independent country or a part of Russia? What is the history behind its existence as a separate state from Russia?

Like a full fourth of them got killed by nazis, it didn't recover it's prewar population until the eighties. Most of these were actual Russians moving in which is why most of the country now just speaks Russian.
