Because NS government were ideological extremists who believed that a world without NS or Germany was a world not worth living in, for anybody.

The children were flown in to Berlin just hours before the Red Army encircled the city, so Göbbels knew perfectly well what he was doing.
They could have been sent to the povisional government in Lubeck, or to occupied Norway, or to the Bavarian alps (which is where the children were told they were going). All 3 of these place remained in German hands by the time of the surrender.
