The underlying assumption was that you would "become" arab by embracing Islam, for all intents and purposes. At least for a time, the ideal went on decaying for a while. The religion was not very separable from the ethnicity. Imagine for example the Jews, they are both a religion and an ethnicity and they are so closely intertwined people can rarely differentiate them.
