Didn't they impart the laws, from a Hellenic standpoint? I may be confusing myself. But as far as I understand the Gods did impart or saction law and even specific ways of governance to the Greeks and Romans. (Numa Pompilius, Lycurgus). In some instance, anyway.

These are rules of conduct, not a rigid and "dogmatic" moral system. For example, Athena (who I make a hymn to every Sunday) stood by a guy who killed her mother. For some this would be "unfair", but the Greeks knew that morality FOR a human is different for a god. See how rape was punishable, but still, we have cases of desues committing this act.

Evil doesn't really make sense in a pantheon where competing interests arise, it only really works if there is one supreme all powerful creator that gets to solely dictate what evil is.

The question misunderstands their nature. They are part of the evil, not opposed to it. In other words, Pagan gods are not real deities but demons (see Psalm 95:5, and 1 Cor. 10:20). Most myths involving Paganism are morally ambiguous at best or outright depraved at worst, with most of them historically marked by ritual manipulation of the divine for power, so expecting moral intervention is a category error to begin with.

Elijah’s fire was a one-time, dramatic intervention in a contest against Baal (ironically, paganism). The miracle occurred in a specific prophetic context ordained by God, not something humans can replicate at will. “You can’t repeat miracle X, therefore God doesn’t exist” is a non sequitur. Even Christ refused to perform signs on demand for Herod (Luke 23:8–9). Refusing spectacle is Christlike, ironically.

Evil is chaos, or the lack of strict causality. The gods do prevent this by perpetuating order.
I assume you’re not going are an atheist materialist and aren’t satisfied with this response, and that evil to you simply means anything which does not maximize pleasure. So my answer as to why the gods do not prevent things which hinder the maximization of pleasure is that such things are not necessarily evil in a pagan context.
