Not really. Stalin had long demanded for Britain to declare war to Finland and to maintain relations with USSR Churchill was ultimately forced to give Stalin what he wanted. 11th of August 1941 British declaration of war Churchill sent Marshal Mannerheim (Commander of Finnish Armed Forces) a telegram, in which he warned about likely declaration of war in beforehand and expressed regret that he would forced to accept the declaration if Finnish military would not stop its offensive. For obvious reasons Finnish offensive was not stopped before it had reached its target (line of three isthmuses) and hence Britain declared war in 6th of December (which is Finnish Independence Day) of that same year.

Yes - British Navy bombed harbor of Liinahamari , but in rather ironic manner the bombing took place 30th of July 1941 - several months before British declaration of war. At the time Liinahamari harbor was used by German Navy, so while in Finnish territory the target of attack was German not a Finnish one. The bombers launched from two British carriers, HMS Furious and HMS Victorious, succeeded doing very little damage since the harbor happened to be practically empty during the attack with only small merchant ships in it. The only ship destroyed in the attack was small Norwegian merchant ship carrying cargo of rum in addition of which some timber was destroyed and few buildings damaged. German anti-aircraft defenses and fighters operating from nearby airfield made the operation highly costly for the British, who lost basically their whole 827th Torpedo Bomber Squadron and number of escorting Fulmar fighters in the operation.
