Why did the United Kingdom, the United States, the Soviet Union and the Jewish Agency, which would later become the government of Israel, all knowingly, willfully, and deliberately participate in the Jewish Holocaust, ending the lives of over a million innocent people?

It factually wasn't. It's been well documented by now that he was the one who proposed the now famous monetary and non-committal solutions, only to be outright refused by the above mentioned parties
