How would the world have reacted if, during the collapse of the Soviet Union Iran had occupied and annexed Azerbaijan?

How would the Azeris have felt about it?

Old Azeri was an actual language, and an Iranian one. They just switched to speaking Turkish so they could trade between the Anatolian Turks and the Central Asian Turks bypassing the Iranian plateau.

There are a lot of Azeris in Iran, even the Supreme Leader himself is half Azeri. They aren't separatists, unlike the Kurds and Balochis. So Iran could probably have pulled it off, since they have enough shared history to keep them in the country.

Nuh-uh Azeris in the North were fiercely independent while even those in the South were at worst largely on the fence about it. Besides Azeris are an ostracized minority in Iran, they don't have a say in how the country runs.

Iran was incredibly fragile following its war with Iraq. Iran never really intended to annex RoA, rather bring it under its sphere like it did with Iraq decades later. In fact, Iran supported RoA more than Turkey did during the first Karabakh war. While Turkey sent humanitarian aid to Armenia in 1992 and President Özal openly told the Azeri president Elçibəy to fuck off because Azeris were Shia and Turks were Sunni, Iran was the first country to condemn Black January and help Azeris secure the Aras border. It was only after Elçibəy's batshit insane Turkism made Iran support Armenia in the last stages of the war to influence a regime change in Baku.

The best chance for Iran to annex Azerbaijan would be the summer of 1993, when Elçibəy almost got couped by his own subordinate Surət Hüseynov and got replaced by Heydər Əliyev. Əliyev Sr. was open to the idea of turning RoA into an Iranian satellite state in exchange for Iran's help in retaking Karabakh. Iran was skeptical of the idea since it, like Russia wanted to leverage the conflict to control both RoA and Armenia. In this scenario however, if Iran agreed to this idea RoA would become an Islamic Republic, or Iran's Belarus.
Turkey would only give symbolic support to Turkists of PFA protesting against this move, since it was too busy with fighting the PKK on its own land. Russia would be slightly infuriated; Yeltsin could perhaps demand Iran to have a sphere of influence in Islamic RoA or fund the Russified underground opposition. The world at large would not care in the slightest, and the whole process would largely mirror the Iranian takeover of Iraq.
However in this case, RoA could be eventually sanctioned per Israel's request as an accomplice of Iran. The republic would be mired with political instability as popular support for integration with Iran, much less an Islamic republic was always abysmally low in Baku. Pragmatically speaking, Iran wouldn't want to actually annex Baku and therefore decrease the ratio of Persians in Iran's population; it always only aimed to subjugate the republic.

Elçibəy was a typical Soviet intellectual dissident-turned-president - he used to be an Orientalist prior to his rise as the leader of PFA. He lacked the statesmanship acumen to lead his nation through the war; despite his achievements like the complete removal of Russian bases from RoA, he paved the way for Əliyev to restore his kleptocratic dictatorship. The same fate awaited Zviad Gamsakhurdia, a linguist who became the first president of Georgia and antagonized ethnic minorities much like Elçibəy. The only remotely successful dissident president was historian Levon Ter-Petrosyan of Armenia, and even he eventually got kicked out of presidency by the Artsakh clan.
