Haiti's entire wealth was based on cash crop plantations. It was a massive export economy. France destroyed their ability to trade, which destroyed the Haitian economy. Plantation slaves had to go from planting cash crops to learning how to subsistence farm, and subsistence farming is not a wealth-generating way of life.

Haiti was an island in the Caribbean that France could starve simply by embargoing it from the sea. Vietnam was part of continental Asia and received aid from its neighbors. Vietnam was also several times more populous than Haiti, and had access to modern weaponry. There was no way for France to simply embargo the country, and they had no means of subduing them by military force either because they were hugely outnumbered and did not possess a large enough military to overcome that deficit.
