Actually an interesting question. Germans were easily the most mechanized of the Axis powers, in fact it was a core part of their military doctrine. As far as others though it's hard to say. Obviously there was the Japanese but the most capable thing they did was Guerrilla warfare which is a mixed bag and their navy was fairly miserable

Other than the Germans? Pfuh. As the war wound down, each battle had the Germans more exhausted, demoralized, desperate for supplies and scraping the barrel for manpower. The Pacific theater was the opposite, in each successive battle (except for Okinawa, but barely) the Japanese were more deeply entrenched, better equipped, more fanatical and fielded more seasoned veterans.

Yeah, but they had a navy and an air force. The kamikaze attacks were ultimately not that effective in the big picture but those killed thousands of sailors.
