I think in Brezhnev’s case, he was just being realistic as the top administrator of the USSR. Let’s be real, most of their scientists and engineers were coming out of Western Russia, Ukraine, and the Baltics (or imported from East Germany)- not Turkmenistan or Chechnya.

Those places (plus Chechnya and Dagestan of course) are still massive shitholes, even worse because the people in charge now are the worst of the worst of the former CPSU apparatchiks.
