What is it about Mexican culture that makes them such hard workers yet so lazy at learning English, even though speaking English could get them much better paying jobs?

because they can get by without learning it
they stay in mexican neighborhoods, go to mexican businesses, only associate with other mexicans, ... and therefore rarely have to actually use english

also a lot of them play dumb and hide behind a language barrier so they can be lazy

languages are hard man, it's a lot easier to want to learn one than to actually do so

not enough IQ for abstractions but enough IQ to do low-skilled work

What much better paying jobs does speaking English grant you?

They really aren't any harder working than anyone else, they just work cheaper so you get more Jose's for your buck.
The quality also varies from wow this crew did a great and quick job to wow not a single fucking nail actually hit the trusses im amazed this hasn't fallen over yet. Either way you are guaranteed to have at least a half dozen models bottles full of piss nestled in the insulation of most walls.
