They also have the right to inspect any crate (even ones with humanitarian supplies) to make sure there aren't AKMs hidden under the bags of rice. And that's one of the things that's causing the delays along with arranging transit and handing the aid (after it's been inspected) off to Hamas for distribution, all of which requires third parties to be involved the two don't recognize each other's legitimacy.
