Racial nationalism in some platonic sense, not really.
Cultural nationalism? Yes. Multi-culturalisms a weakness that reduces reliability and strong community & makes things like welfare states or patriotism more difficult to attain. It just so happens, though, that culture tends to orient itself around heritable groups that some might call races or ethnicities.
