Why is it that black people from English speaking American countries are considered African adjacent while black ppl from Spanish speaking american countries are not?

As far as material affirmative action benefits in the US are concerned, there isn't a huge advantage for identifying as black rather than Hispanic, the Jewish elite trusts both groups equally well.

You could try to subdivided whites into a few broad categories, the reds, blondes, auburn, and black haired for example. But it has been a very long time since those sub groups were isolated to the geographic ranges in which they evolved.
