I wonder to what extent people's standards of "cartoonishly evil actions" are focused by examples commonly cited in our cultural context--like hurting children is considered so evil, in part because there are examples you can find like this where fascists shoot at or otherwise attack children. People now think that locking people in concentration camps is really really bad, because it is, but that's punctuated because we vividly remember the Nazis.
