American is an ethnicity. Americans are white. I'll often see Europeans lament the fact that Americans pretend they're the ethnicity of their ancestors, but they don't understand why this culture exists. It's because American identity has been warped and perverted away from what it truly is.

There's very little cultural or racial distinction between the Ellis Islanders and the old stock Americans at this point. My heritage is about half-and-half. Quite literally everything about America is from the original culture; our legal system, our political system, our language, our understanding of rights, our music, our folk-talkes. I grew up in Kentucky and have a direct cultural continuity with the culture of my people 200 years ago; from our gospels, to our way of practicing religion, to the stories and phrases told to me as a kid, to country music or bluegrass or even rock.

If that cultures dead, then so is any post-Ellis Island pan-white culture.

No, obviously not. Most of those "Ellis Islanders" are so intermixed that they have colonial DNA too, as you yourself admitted. I'd just do what the elites did from the 1900s-1950s. A moratorium on immigration, change immigration laws to only be from culturally compatible countries (read: the rest of the Anglosphere with exceptions made for marriages), and culturally emphasize the idea of American as a specific ethnicity tied to our history, with cultural emphasis on Americanization of surnames, de-emphasizing hyphenated Americanism, de-emphasizing ethnic parades etc.
