“Pagan”, as you already know, means anything related to the rural or and provincial.
“Paganism” were rural practices – now, to say “idiosyncrasies” – that were odd, out of practice, and some downright against monotheism (meaning, they were polytheist, or henotheist, or animist, or animatist, or some other default crazyness). They were forced out of practice to not create enmity between locals and locales as much as possible. Saving them from themselves and/or others, and viceversa – proto-nation building, if you will.
