It's not uniquely evil, it's just that this particular government was in particular circumstances to start the most destructive war in history and slaughter tens of millions of people. There are plenty of other governments that are just as bad, if not worse, Pol Pot and the Khmer Rouge, as an example, were completely fucking nuts, they just didn't have the means to kill as many people as the Nazis did.
