Eritrea was always regarded as a stepping stone towards Ethiopia, but nevertheless it attracted Italian engineers, mechanics, bankers and, especially, architects, who made the buildings and green boulevards of Asmara an architectural showpiece that held its own with any colonial city in any part of the world. The colonial system by British standards was corrupt, but from the Italian point of view it served the purpose of keeping the chiefs content and docile with financial and other gifts in Trevaskis's view, bribes which worked well in keeping the native population subdued until Italian defeat in 1942.

I've never really given it much thought recently but this is a really good explanation for the lopsided development in many colonies, where capitals often looked like any other western city and large parts of the countryside were entirely untouched. And to this day there's tons of people who fall for the same PR material you mention, who will see these capitals and other cities and immediately assume that the rest of the country is just as developed. It also ignores how flashy infrastructure projects mean little when the colonial government spends very little time bothering to actually teach the locals how to use said infrastructure.
