It's not one or the other. When an architect constructs a grand monument, who built it? Him or the workers? And yet the workers would not have the skill to build that monument on their own because they didn't have the expertise. They required commands. Without the commands the workers are not nearly as useful. Without the workers the commands are useless. Knowledge and power are both required to build great things, and that includes the American economy.
