Who has more claim to Al-Andalus Civilization?
Iberians or modern day North Africans (Moroccans, Algerians, etc.)?

Neither. Al Andalus came about from Arab overlords breeding Berber settlers with Iberians to create a new race that was Arabized by language that followed the Umayyad construct. Racially they had nothing to with modern North African Moroccans and Algerians and culturally nothing to do with Iberians since the hispano Roman culture was replaced by Arab culture.

al andalus wasn't a "civilization", but a short lived medium sized kingdom (occupying around half of iberia for most of its history) that lasted for a few centuries (the emirate of granada is not al andalus, but a tiny duchy)
