This is a bit misleading, it referred specifically to landowning whites. And believe it or not, most whites in the colonies didn't own their own land, but rather lived on chartered land, so eve by the standards of the first Congress, power was restricted for most people in general regardless of race.

Trump couldn't unilaterally do this even if he wanted to since it would be a violation of the 14th Amendment of the Constitution. He's nevertheless attempted to skirt around it but Federal Judges aren't having it. If he wants to repeal the 14th Amendment he's going to have to do it through actual legislation, not unilaterally.

It's a race thing. American countries are highly racially stratified with a lot of dysgenic low value natives, blacks etc. It would be in everybody's best interest to discriminate against these subhumans but the powers that be instead given them democracy because killing all of them would cost too much.
