The Roman Republic, back when military service was required for citizens and being elected to high civic office also came with a military command. You literally could not advance in the Republic without military service of some kind, and because of this it highly incentivized Romans to wage wars of conquest on their neighbors for their political careers if no other reason.

The US hasn't officially declared war since World War 2, since it makes no sense in terms of policy to formally declare war on rice farmers or terrorists in the middle east who pose no actual threat to your home nation and/or are not represented by former militaries themselves, and are largely under the guise of global security rather than acquisition of territory. Plus the US almost exclusively leads military coalitions instead of acting on its own. Every conflict since 1945 that the US has been involved in is officially classified as a "Special Military Operation"

The Spartans were hardcore... raised to fight from birth, weak babies left to die. The Mongols under Genghis Khan were brutal conquerors who slaughtered entire cities. But Nazi Germany takes the prize: industrialized war, total mobilization, and genocide on an insane scale. Pure militarism twisted into something monstrous. No contest.

I'd say early-mid republic Rome, when you could reasonably expect every single male citizen to have taken part in military endeavors, at a point in time where non-citizens and slaves were still a minor enough part of the population.
I can see a case for Sparta if you treat helots as not part of spartan society, which I don't agree with but I understand why someone would.
