would this be ethical
what's stopping a countries government from deciding to secretly select gifted children and groom them to grow up to hold high positions in government especially the leading role?

like what if the CIA screens the country in search for gifted children and grooms them into being presidential candidates?
if you think about it, wouldn't that be the most effective strategy to get even a little advantage over all the other countries that select their leaders via voting in random people or leaders that inherit a position?

why doesn't any country openly do this?

yeah... i guess that might be what's going on, it's just that our leaders aren't like geniuses or anything special, they seem too normal. they should groom stem students or something. i don't know it just doesn't seem like they're screening for the best and if they are then the if trump and kamala or joe biden if that's the best we got then we're kinda fucked...

You don't need to be a genius to run the government. Policy suggestions can (and arguably should) come from educated experts but the people passing the bills don't need to be experts on them. No one can be an expert in every field, so by necessity any leader will outsource lot of that work to advisors who are experts. Leadership is first and foremost a social role, not a technical one. Much like a boss or a foreman you only need to know 'just enough' about what you're making decisions about and beyond that you're much better off having better social skills. In civilization intelligence has to fit your role in the economy, cattle doesn't need big brains when all it does is munch grass and squirt milk, having high intelligence just makes it easier for them to escape or catch on when it comes to the slaughter. Queens don't tolerate other queens in the nest, their intelligence might make them better workers but it also makes them a threat.
