Two reasons. The first is there was no need for ‘greater’ Israel. At the time they wanted a chunk of a tiny region centered around their most holy site. They even bought up the land they were living on and supported a partition of the area to share it with the Muslims. They even accepted the majority of their share of the public land as the shitty desert in the Negev. The Arabs/Muslims on the other hand couldn’t stand the idea of a state that wasn’t ruled by Muslims and so decided to lose a bunch of wars against the Jews.

The Peel Commission allocated the most fertile regions of the country Palestine to the "Jewish state," which included all of Galilee and a much wider area in the coastal region compared to the areas proposed by the UN GA in 1947.
