It’s not that Cuba couldn’t kick them out. What happened is that Castro accidentally cashed a cheque for the base which had been left with the previous regime and under international law the base now belongs to America for the allotted amount of time.

Legally the base can only be shut down with both country’s permission and that one rent payment in 1959 is considered defacto Cuban acknowledgement of the deal.
