>What steps needed to happen to get homosexuality to be seen as okay?
Urbanization, industrialization, modernization, economic productivity, and the decline of agricultural civilization. It's a not a coincidence that modern urban metropoles are more "tolerant" of gays and lesbians than rural areas. In the U.S., only around 1.5% of people are involved in agriculture today. Anyhow, this freed people up to live more autonomous sexual lives. People can no longer be bound by these older values.
People who live a homosexual lifestyle could begin clustering in these urban areas and they formed a kind of parallel society which wasn't possible in the more tightly-knit rural agricultural communities. While they could still be treated as pariahs, eventually they stopped giving a fuck, and it's often the case that only when you stop caring what other people think about you that you begin to gain respect from others.
At the root of it, though, is changing socio-economic relations. The LGBT culture is now a global lifestyle and entertainment industry:

>He is actually correct, only islam is intelligent enough to know that there is no way to welcome these people
Well, Islam has not successfully managed this transition yet. But over the long term, I think Islam will decline or it will adapt, otherwise the Muslim countries will continue to lag behind, more likely to experience further internal armed conflicts, more likely to suffer defeats at the hands of outsiders, and so on.
