People nowadays are saying that Zhou Enlai was weak due to his unwillingness to confront Mao, but in reality there was no scenario where Mao wouldn't start a new civil war with millions of casualties. Zhou decided to martyr himself and face persecution but he won in death after Deng and his other allies got in power.
