They may have been relatively isolated under the bakufu but it should be no surprise as to why they were able to modernize so fast. Literacy was extremely high for a pre industrial society especially if you were a samurai whose class had around an 80 percent literacy rate. They also had money for existing so they could invest in people who made trinkets. Picrel is the myriad year clock built by Tanaka Hisashige (founder of toshiba) he built this 3000 part clock in 1851. Note how accurate the map of japan is aswell. The shogunate had very skilled cartographers aswell. The amount of institutions to make this possible was astounding. Also europeans did care a lot about china. I’ve never understood the fascination with East Asians in general. It all seems very superficial, and no one I’ve met in person or online has tried to bring up the deeper issues these countries have.

If you were a G.I. Joe, you’d be looking down on Koreans the same way our ancestors looked down on other lesser races like South Asians and Africans, and you’d probably have applauded the superior Japanese for conquering them because they were uncivilized, barbaric, living in slums, etc. Now they’ve basically turned into incel island.

If you log invention or less accurately look around you today you'll notice around 80% of invention is European in origin, probably 15% is East Asian and the other 5% Near-East/North Africa (mostly owing to antiquity).
