Would a society under that of a Fascist dictatorship of the proletariat be objectively ideal from a historical perspective. I'm yet to see a reason why something akin to Paetel's idealised Germany or the idealised society of Franco Freda wouldn't be objectively the best for the majority of people. Or would something more "democratic" like that of Fiume be more ideal

any system completely divorced from history can be ideal. In real life, ideologues get destroyed by anyone more modernized. Having a clean slate like China in the 50s, USSR in the 20s and unified Germany, USA, revolutionary France etc etc is key to becoming a relevant power.
