It is not actually a war crime to put your own civilian on higher priority. Under the Geneva convention you are only required to feed/provide health care to POWs to the same level that is reasonable relative to what you can afford for your civilians. Partisans and political prisoners meanwhile have no such legal protections or rights at all.

Given the fact that there were 7 million legal POWs in Germany, caring for prisoners with no international legal protection above the captured soldiers and civilians is neither reasonable nor required.
