Because Spain was a horrible mess at the time due to the aftermath of the civil war. They would've been of absolutely no use. The only reason the allies didn't immediately stage a landing in Spain was because of official neutrality. Had Spain openly declared themselves part of the Axis, they would've forfeited this guarantee.

because not only was their industry fucked by the civil war, not only where huge portions of the country still on edge being ruled by the nationalist and would have token any opportunity to revolt again, but the country was also heavily reliant on outside trade despite Francos efforts, in other words them joining the axis would mean said vital trade would be cut off so the axis woudl not only have to garrision the place but also need to supply it far more resources

Spain was a shithole where 1 in 3 people couldn't fucking read BEFORE the Civil War. Afterward it was not only in a state of social and industrial ruin, but the Republicans hadn't even been fully pacified. The Spanish Maquis continued to fight a guerrilla war against Franco's government well into the 1960s.

The most Spain could have offered was providing a means to seize Gibraltar and effectively close off the Western Mediterranean to British naval traffic. But that wouldn't have necessarily have doomed the British as they still controlled the sea lanes around the Horn of Africa.
