Herby boy by far

Gulf War is one of those events that seems like a cakewalk in retrospect, but it was largely because he was a competent son of a bitch. the iraqis had decent access to modern french equipment, experience coming from the Iran Iraq war, something like the largest army in the gulf/middle east, and (presumably) a loyal and veteran leadership. dude BTFO the iraqis so comprehensively that Iraq 2 could be a complete clusterfuck and still succeed ahead of time and with acceptable losses

Stormin' Norman is a strong contender, but he's already mentioned
So I'll go for Vรต Nguyรชn Giรกp. Guf had to contend with the major powers of his day and managed every war against them

Even if his tactics and strategies weren't amazing or creative, he realized exactly what he was dealing with, what cards he was dealt and what he could do with the situation. Honestly, I am still sad that a charlatan like MacArthur could fuck over the Korean War like he did, before Ridgway had to take over with less opportunities to really send the commies home reeling

Probably some unknown in the west Muja/ISIS commander.
No war since ww2 has posed enough of a threat to a major military to break down the traditional bureaucratic ass kissing/patronage-network hierarchy in favor of meritocracy.

General Soleimani. Defeated the largest Muslim conquest since the 7th century and has a full cult of personality now.

I would say Sam Manekshaw. He literally reshaped South Asia.
