Yes, because the order only pertained to the American mainland. The territory with the most Japanese people by percentage was Hawaii, a literal battlefield. The Japanese Americans there were never detained because they were too vital to regular operations at Pearl Harbor.

A limited order to merely keep the Japanese at least 20 to 25 miles from the Pacific coast. The decision to exclude them entirely from California, and parts of Arizona, Oregon and Washington caused a great deal of trouble and waste.

Yes he was since by that point they were American citizens, sure there were some who would inevitably be Japanese spies but that applies to just about every other pop in the US as well and should have been dealt with on an individual basis, it even had a negative impact since a shitload of those Japanese Americans were farmers and detaining them to camps had a negative impact on food production

He did inter some German Americans but they had been a part of America longer and there were more of them. There were hardly any Japanese in comparison, so few they could all be rounded up. If we went to War with England would it be a good idea to round up English who had moved in the last year or so?
Some German Americans really loved Germany more than U.S. or hated the War and became terrorists. It was worse in WW1. Then in WW2 they sent a bunch of Ameri Germans against the Japanese.

Really dumb idea. Spies must either be kept under close watch, or eliminated. You don't send them home. Interrogating every possibly spy among the Japanese-American population was not a feasible plan, there was no manpower to spare for such a massive undertaking even if it were at all possible to clear so many people of suspicion.

Separating them out from the general population was the most reasonable thing to do. It wasn't fair to the Japanese-Americans just trying to live their lives, but that is war for you. It's seldom ever fair to anybody.
