Not part of EU, but has better deals (Norway, Switerzland) or in there by default already cause of Italy (Vatican, San Marino) or participates in the free zone anyways. Norway in particular is fiercely protective of its fishing and especially oil rights. Joining the EU means submitting to EU arbitration, which means they might lose these offshore oil sources.

Isn't recognized by Spain because it's technically a breakaway province. Spain doesn't want to support them because it reminds them of their own regional independence movements.

Might join. These countries are in or trying to join NATO, so they're clearly western-aligned. But EU has economic and political requirements like a stable banking institution and free elections. Unsure the specific criteria for each country. There's also going to be a transition period as these countries begin swapping out their currencies for Euros and the EU are loathed to accept potential baggage members after the Greece nearly bankrupting themselves scenario.
