There was alot more radioactive material in the earth's crust 2billion years ago. Under very rare circumstances a nuclear chain reaction was able to be naturally sustained in dense deposits of radioactive earth.

Europe probably did have natural reactors before the 1900s, but they faded out because the U-235 decayed.

those werent created by civilizations, they were natural reactors which is very rare.
