Why was the English New Model Army so good?

I know its associated with Cromwell, but did he have serious influence over how it was founded or run? Or were there any other individuals who helped influence it? Really curious about how it became such a dominant force-what it just a case of being pitted against armies of aristocratic retards?

I think you underestimate just how retarded historical armies were by modern standards. The concepts that founded the New Model Army were unthinkably revolutionary for many professional and experienced military men when they were introduced. If they hadn't been (coincidentally) politically attractive for the more radical elements within the parliamentary faction of the Civil War - especially Radical Protestantism - and if Cromwell had been just a little less politically savvy, they'd probably have been rejected out of hand for just being too weird.

The Dutch were saved from harsh peace. There was nothing novel about that shit, it was just politically harduous to achieve that kind of reform and retain it long term.
For example, the so called merit promotions Cromwell instituted raised the quality of the officers corps, yes, but they also created a political faction that answered to the country's marshall, aka Cromwell himself, instead of the parliament. That was historically the main reason why connections were given priority over skill when assigning military command. Even 200 years after Cromwell's death the argument of political stability was still used to defend the need to promote "gentlemen" rather than the rabble.
Paying soldiers on time was a matter of finances. Plenty of rulers in history managed, but it was just hard back when state finances weren't anywhere near as stable as they are for modern states.
The drilling was also a strict consequence of pay, professionalism is expensive and keeping troops employed just to drill them is ruinously expensive.
