Was there ever a culture in history which lacked the concept of redemption entirely?

The Norse and others were pretty big on avenging feuds and avenging slights, but they still believed one could be redeemed or humbled.
Was there ever a culture so spiteful and choleric the very idea of redemption doesn't compute and torture and cruelty is entirely justified if done against those who caused a wrong?
Like basically I'm trying to come up with ideas for a fantasy alien race, but I want to see if there are examples from history
