Should parents of mentally retarded children be forced to take care of their kids? How common is this moral obligation across history? Is it unique to our time and culture?

Infanticide was very common in various cultures. More so in foraging societies but common enough closer to heart, like ancient Rome, early modern Japan or even just-Christianized Iceland.

Romans actually found Egyptians weird for saving all children, even pulling them from the refuse piles their parents left them in to die (the Roman equivalent of dumpster babies).

Northern Europeans preferred to think of "off" children as swapped by faeries/elves/trolls, changelings, so they could dump them without owning up to abandoning their own kin to die.

I can’t see why not, but they should be limited to traits that really matter, like intelligence, height, muscle mass etc. other aesthetic traits like a more beautiful face or blue eyes should be banned because it’s not only useless but also makes a world where everyone looks the same. A shallow society is the byproduct where the only thing that matters is looks.
