Probably not, but it was a pretty controversial thing to say back when the commoners romanticized the retarded inbred """"nobility"""". It's essentially like reading up on glownigger black ops and political scandals in the current day. It's hard to believe elites are so deceitful and vicious. Such was the view in Machiavelli's time.
