because back then the original Israelites were unironically the most ideal 'have potential to build good civillization that can spread God's morality' group of humans at the time by process of elimination and the best group of people and associated region ideal for preparing the domino effect chain of events to lead to having a God-man figure emrge from them in a goldilocks zone area (Capernaum/Galilee being a rich trade route region at the heart of the world's biggest empire's business and also the region with the most tension and eyes on it due to the height of messianic zeitgeist and religious-ethno conflict literally manufactured on purpose thousands of years in advance in order to have loads of eyes on this one place that the God-man guy would show up in and be made an example of)
If you consider all the surrounding global context and how less advanced/developed and less relevant/not a hotbed/powder keg of activity other regions and cultures were by the time of the first century (yuros were still just worshipping trees and killing each other with sticks at this point, the chinese were also just hyper-violent retards, most of africa was still just tribes hunting gazelles on savannahs etc - Rome and the Levant were literally THE civillational world at this point and in a way, Galilee was groud zero for Happenings which could have only come about because of old testament timeline bullshit) and if you view it like God was playing Civ, then suddenly it weirdly makes more sense that this one particular region is of such crucial focus
