Crime exploded during those decades. Notice how the general trend evens out and starts to decrease in the 90s, coinciding with the drop in crime rates. Notice also how crime steadily increases during the Depression/Prohibition Era and then decreases during WWII.

Cities in the 70s and 80s were really rough places to be.
