That's a poor translation of the verse. See the KJV version.
"For God hath concluded them all in unbelief, that he might have mercy upon all."
(Romans 11:32)
This is referring to the fact that the Biblical Jews (with a few exceptions like the apostle Paul) were largely unbelieving. That means they were going to die in their sins and end up in hell. As it says in Matthew:
"And I say unto you, That many shall come from the east and west, and shall sit down with Abraham, and Isaac, and Jacob, in the kingdom of heaven.
12 But the children of the kingdom shall be cast out into outer darkness: there shall be weeping and gnashing of teeth."
(Matthew 8:11-12)

This part means that the ancient Jews were given some blessings in this life because their ancestors had God's favor. It doesn't mean they won't die and go to hell if they are unbelieving, which is exactly what Paul is saying.
Also, none of what Paul says in Romans 11 applies to a modern group of people who might falsely claim to be Jews, because they have no connection to the actual Biblical Jews.
