Some degenerate serial killer or mass shooter seething home alone, lashing out killing some people, and than promptly getting killed by normal society. These are fully evil people, like let's say that Minnesota church shooter or Albert Fish, and they are less dangerous because it. They want to cause harm but they could never get motivated enough to become powerful.

It's misleading to call dictators and such the most evil. If they were just pure monsters full of malice, nobody would have liked them and they couldn't have achieved anything.

No, you don't get on top of a movement, than a country if you hate everyone and just want to cause harm. You have to be at least somewhat motived by good will towards some people you chose to represent, and you cannot be 100% evil.
